sync shared email if phone number is unique

When syncing contacts from CCB, I would like them to be added if they have a unique phone number, even if they have the same email address with another contact. Many couples share an email address but have different phone numbers, and one spouse is getting dropped when we should/could be texting them at their unique number.

Furthermore, I'm finding that editing in CCB to remove the email does NOT work because in TIC already has them flagged as a duplicate. I have to find them somewhere in a failed sync report and hit the "resync" button? This makes us do the same work twice, which is not the point of a sync.
